Births, still-births, deaths and marriage and civil partnership registration –The Council's Registration of Births, Still-births, Deaths, Marriages and Civil Partnership service is continuing to operate and follow new Government legislation. 
 
The Registrar's Office in Derry and Strabane are both open and are operational by appointment only to register births and for couples to collect their Marriage Schedules.

1.Birth Registration by Appointment Only

 📌 Please follow the following steps:

  1. Complete a Birth Registration Form ( your midwife may have given you one in the post-natal ward) and scan/photograph to [email protected]   or post to 14 Magazine Street, BT48 6HH.
  2. An appointment will then be arranged. 
  3. Please make arrangements for 1 parent only to visit where the parents are married. If parents are not married, both parents are required to sign (please observe restrictions where only one person at a time should enter the office to sign and adhere to social distancing).
  4. It is advised that no children / babies should attend the office.
  5. Late arrival for appointments cannot be accommodated. We are sorry for any inconvenience this may cause but please email or ring the office to re-arrange.
  6. Card payments Only – Full birth certificate/s - £8.00 per certificate (the short birth certificate is issued free of charge).
  7. Please observe the guidance when you visit the office, measures have been put in place to look after the health and wellbeing of customers and staff.

At this time there is no penalty if your baby is not registered within 42 days from the birth.

If you do not wish to attend the office to register your baby’s birth until more easing of restrictions are implemented, please see information below regarding accessing medical services and claiming child benefit:

📌 Accessing Medical Services

Under the current circumstances, to enable a child to access medical services, parent/s contact their GP practice with the following information:

1. Child’s Health & Care Number.
2. Full name child is to be registered as.
3. Home Address child will be residing at.

📌 Claiming Child Benefit

The General Register Office have agreed a process with the Department of Communities to enable parents to claim child benefit without providing a birth certificate.

The mother of a newly born baby receives a copy of ‘notification of birth’ form (CHS1) from the midwife.

The parent/s should forward this form with the child benefit application form.

2.  Guidance for Bereaved Families, Death and Stillborn Registration

Legislation has been implemented to allow death registrations to be carried out without family attending the Registration office.

Family need to complete the Death Registration GRO73 form  and scan or photograph the completed form to [email protected].  You do not need to visit the office as the Registrar will then get in touch by phone when they have received the Medical Certificate of Cause of Death, Coroner’s Report or Stillbirth Certificate to confirm details of your loved one. You can then advise how many Death Certificates you need, there is a fee of £8 for each one.  Staff can collect the payment by card over the phone and then post the official Death Certificate to you.

We would like to offer our deepest sympathy to you and your family on the loss of your loved one. During this time staff would like to thank you for your understanding as it will take a little longer to look after families.

Birth and Death Registration of a little baby

For parents whose little baby has sadly passed away shortly after birth, please ring the registrar on 02871 376520 or email [email protected].

 3Guidance for Funeral Directors

Legislation has been implemented to allow death registrations to be carried out without family attending the Registration office.

The Medical Certificate of Cause of Death or a Certificate of Still-birth will be scanned from the Medical Practitioner to the General Register Office, Belfast via the pandemic email address.  GRO will then forward the MCCD to the Registration Office in the area where the deceased lived.  Registrar will make contact with you/or the family to collect information about the deceased so that the death of their loved one can be registered.
 
The Medical Certificate of Cause of Death or a Certificate of Still-birth will be scanned from the Medical Practitioner to the General Register Office, Belfast via the pandemic email address.  GRO will then forward the MCCD to the Registration Office in the area where the deceased lived.  Please ask family to complete the Death Registration GRO 73 form which can be downloaded from www.nidirect.gov.uk and email to the office at [email protected]  The Registrar will make contact with the family when she has received both the MCCD and completed GRO 73 form to complete the death registration of their loved one.  The family will advise how many Certificates are needed and these will be printed and posted out.  There is a fee of £8 for each Certificate.

4. Religious and Civil Marriage Ceremonies and Civil Partnership Registrations
 
Marriage/Civil Partnership Ceremony Restrictions from the 27 November 2020
Please be aware that your Marriage/Civil Partnership Ceremony must be conducted under the current Northern Ireland Executive restrictions.
 
• No marriage or civil partnership can take place at any venue that is licensed to sell alcohol, provides accommodation or is currently prevented from opening under the current restrictions.  Venues prevented from opening include hotels, restaurants, cafes, social clubs, bed & breakfast establishments, theatres, concert halls, museums, galleries, visitor and other cultural attractions and outdoor visitor attractions.
 
• A marriage or civil partnership occurring at a permitted location such as a place of worship or registration office is limited to 25 people, this includes the couple, witnesses, officiant and all guests (including children under 12).
 
• No mixing of households is permitted at a private dwelling therefore it will not be possible for a ceremony to be held indoors as the registrar/officiant would not be permitted to enter the premises.
 
• Outdoor gatherings at a private dwelling (including the garden of the dwelling) is restricted to six people from two different households.  Children aged 12 and under from those two households are discounted from this total.  If all other participants at the ceremony are not from the same household the ceremony cannot proceed as the registrar/officiant can be the only person from a separate household.  
 
• Can take place in a person’s home if one of the parties is terminally ill with up to10 people in attendance (this includes the couple, two witnesses and the officiant).
 
 
Marriages schedules for Religious Marriages


We can issue marriage schedules for religious marriages, providing the Marriage Notice period has been completed.

Religious Marriage schedules cannot be posted out.

One or both of the couple must collect their schedule in person.  An appointment will be given for you to visit the office.

For all Marriage Notices which are submitted to the office it is important that you confirm with the Registry Office your new date of Marriage by emailing [email protected]  This will ensure that your Marriage Notice is kept up-to-date.​

📌For couples who have already provisionally booked or are planning their Civil Marriage/Civil Partnership with the office (please confirm your date of Marriage/Civil Partnership with the office) then give Marriage Notice by scanning through your Marriage Notice forms (which can be downloaded from www.nidirect.gov.uk) and documents no later than 6-8 weeks before the date of your Marriage to [email protected] and we will ring to collect your Marriage fees.

📌For couples who are planning their Religious or Humanist Led Marriage Ceremony and would like to submit their Marriage Notice.  We are also advising couples to scan through their Marriage Notice forms (which need to be signed by the Officiant too) (forms can be downloaded from www.nidirect.gov.uk) and documents to [email protected].  Staff will get in touch to collect payment of Marriage notice and certificate fee.
 

 📌 Re-registration of a Birth (which can include changing a name) or Change of Name Form application.   You can download the form with explanatory notes attached  at www.nidirect.gov.uk.  If you need guidance please ring the office.
