In relation with assistance with your visa, Councils in Northern Ireland or The Executive Office have no role in the application process or the provision of visas.  

You may therefore be best placed to seek legal advice.

Ukraine Assistance Centre
If you have arrived in Northern Ireland from Ukraine, under either the Family Scheme or Homes for Ukraine Scheme, you should go to the assistance centre for help. Please click link for information on assistance centres https://www.nidirect.gov.uk/articles/ukraine-assistance-centre
