Counter Fraud

This Policy covers the prevention, detection and management of fraud and/or corruption and fair dealing in matters pertaining to fraud and / or corruption.  It aims to raise the awareness of fraud and its prevention in the Council environment and to give guidance to both the reporting of suspected fraud and how the investigation of that report will proceed.

Whistleblowing

This policy aims to:

  • Encourage staff to report suspected wrongdoing as soon as possible, in the knowledge that their concerns will be taken seriously and investigated as appropriate, and that their confidentiality will be respected;
  • Make staff feel confident to raise concerns within the Council rather than overlooking a problem or blowing the whistle to the media or other public bodies;
  • Give staff avenues to raise concerns and receive feedback on any action taken;
  • Inform staff on how to take the matter further if they are dissatisfied with the response; and
  • Reassure staff that they will be protected from reprisals or victimisation for whistleblowing made in good faith.

Anti-Bribery Policy

Derry City & Strabane District Council is committed to the prevention, deterrence and detection of bribery.  The Council has a zero-tolerance towards bribery and aims to maintain anti-bribery compliance ‘business as usual’ rather than as a one-off exercise.

Conflicts of Interest

The purpose of this policy is to ensure that the name, reputation, and integrity of Derry City and Strabane District are not compromised and that procurements and projects are not compromised
Council is committed to addressing the issue of conflicts of interest and therefore this policy seeks to ensure that conflicts of interest are identified and managed in a way that safeguards the integrity of staff and maximises public confidence in the Council’s ability to deliver public services properly.

Gifts and Hospitality

The purpose of this Policy is:
- To ensure that Elected Members and Council workers always maintain the highest standards of conduct in their roles within Council.
- To protect against claims of compromised decision making in Council business.
- To ensure compliance with the Principles of Public Life drawn up by the Nolan Committee and the NI Assembly.
- To ensure compliance with relevant legislation.

Bonfire Policy

This policy aims to assist Council in complying with its duties under the HSW Order and control risk to members of the public accessing Council property.
In doing so it also aims to

  • Reduce number of bonfires.
  • Promote responsible bonfire management and alternatives to bonfires
  • Engaging with communities to work in bringing about cultural changes
