NAME OF POLICY:   LEISURE AND SPORTS SERVICES PRICING POLICY 2015/16

Policy Aims: Derry City and Strabane District Council Leisure and Sports Services Pricing Policy aims to:

a) Ensure a consistent approach to pricing and charges across all leisure and sports facilities/services within Derry City and Strabane District Council.

b) Provide value for money fairly and equally to all and to assist with increasing public access to Council facilities.

c) Increase the number of people utilising the leisure and other facilities and so contribute to the health of the population and the quality of life.

d) Ensure that prices are comparable with competitors in the Derry City and Strabane District Council area and on a regional basis.

e) Demonstrate equality and transparency throughout the pricing policy and the associated schedule of charges.

f) Ensure the policy will be practicable in that the processes involved will take full account of the need to show respect and recognise issues of dignity.

NAME OF POLICY: DRAFT EQUALITY SCHEME 2015 – 2019

Policy Aims:

Section 75 Statutory Duties

Section 75 of the Northern Ireland Act 1998 requires Derry City Council to have due regard to the need to promote equality of opportunity:

•    Between persons of different religious belief, political opinion, racial group, age, marital status or sexual orientation;

•    Between men and women generally;

•    Between persons with a disability and persons without; and

•    Between persons with dependants and persons without.

We are also required to take account of the desirability of promoting good relations between people of different religious beliefs, political opinions or race.

The Council’s Draft Equality Scheme sets out how it proposes to fulfil the duties imposed by Section 75 and Schedule 9 of the Northern Ireland Act 1998.

Council now seek your views on the content of this document before 7th November 2014.

Derry City and Strabane District Council recognise that the time frame for consultation is shorter than the stated 12 week period committed to within the Draft Equality Scheme however legislation requires this document to be submitted to the Equality Commission for approval in November.  Council will however continue to take contributions and submissions after the closing date and if necessary will submit a revised scheme at a later date – The draftl scheme is available below for download together with a consultation questionnaire;

Consultation is now closed – The Council’s Equality Scheme was approved and signed on 23rd January 2015 following its formal consideration at the Governance and Strategic Planning Committee on 5th January 2015 and its ratification at the Council meeting on 23rd January 2015.

NAME OF POLICY: DRAFT DISABILITY ACTION PLAN 2015 – 2019

Policy Aims:

This  Disability Scheme and Action Plan is an important document in that it is affirming Derry City and Strabane District Council’s commitment to and proposals for fulfilling the statutory obligations in compliance with Section 49A of the Disability Discrimination Act 1995 (as amended by the

Disability Discrimination (NI) Order 2006).  This Act had placed new duties on public authorities, when carrying out their functions to have regard to the need:

•    To promote positive attitudes towards disabled people; and

•    To encourage participation by disabled people in public life.

Council now seek your views on the content of this document before 7th November 2014.

NAME OF POLICY: STREET NAMING AND PROPERTY NUMBERING POLICY

Policy Aims:

The Council is introducing the policy to define the nature and type of street signage that is acceptable and the procedures for the erection of the street signage in languages other than English.  This is a departmental policy for the Built Environment and Environmental Health Department.

NAME OF POLICY: GRANT AID REVIEW

Policy Aims:

The aim of this policy is to develop a sound, effective and relevant grant aid programme. The key elements of the proposed reviewed Grant Programme include:

  • A larger Support Grant increased to a maximum of £2,000 per applicant, released at three times during the year
  • Review of all SLAs and long term funding agreements with a much clearer focus on sustainability and value for money in new arrangements
  • Festival and Event Funding set up as a discrete and separate fund
  • An area based approach to funding of local groups and projects with greater local input into identifying needs and priorities

NAME OF POLICY: GOOD RELATIONS STRATEGY 2014-2017

Policy Aims: Under Section 75 legislation, Derry City Council has a statutory responsibility to promote Good Relations between people of different race, religion and political opinion.

This Strategy sets out Council’s priorities for the promotion of Good Relations

•    Aim 1: Our Council support

•    Aim 2: Our children and young people

•    Aim 3: Our shared community

•    Aim 4: Our safe community

•    Aim 5: Our cultural expression

The implementation of this strategy will also be guided the cross-cutting themes / underpinning principles of Equality and Fairness; Sustainability, Sharing and Interdependence; Innovation and Creativity; Rights, Respect and Responsibilities; Inclusion and Participation; Cohesion and Integration; and Diversity and Acceptance.

NAME OF POLICY: GOOD RELATIONS CORE PILOT FUNDING PROJECT FUNDING

Policy Aims: The previous GR Grant Aid Scheme, whilst it operated reasonably well, was deemed to have areas which could be made more effective.

This revised Scheme now hopes to meet the following aims:-

  • To continue to have an open and fair process
  • To address high levels of ‘ineligibility’ due to documentation in existing process
  • To only carry out documentation checks once funding has been offered in principle.
  • To allow groups to make a choice between core and project funding on the one application form.
  • To focus on Good Relations strategic priorities
  • To enable groups to apply for funding from other Council Grant Aid as well as the Good Relations funding.
  • To make the process more user friendly, less bureaucratic and have a faster turnaround time.
  • To continue to ensure that beneficiaries from funding are from the local area.
  • To have one annual call for the funding

EQIAs 2017-2018

​Community Planning Online Forum

Community Planning is a process led by Councils in conjunction with partners and communities to develop and implement a shared, long-term vision to improve the social, economic and environmental well-being of our City and District. It will also guide how our public services will work together locally to plan and deliver better services.

Following an extensive period of engagement with citizens, organisations and businesses involving over 5,000 people, we have developed the draft Inclusive Strategic Growth Plan for Derry City & Strabane District, which is now out for consultation. The consultation process will be open until 15th September 2017 after which the final plan will be published.

Our Community Plan is a significant and long term plan which aims to improve lives and transform the Derry City and Strabane Council area and wider North West Region.

Our Vision:
A thriving, prosperous and sustainable City and District with equality of opportunity for all.

The outcomes for the District’s new Strategic Growth Plan (SGP) are:

  • We are better skilled and educated;
  • We prosper through a strong, competitive, entrepreneurial and innovative economy;
  • We live in the cultural destination of choice
  • We live sustainably – protecting the environment;
  • We connect people and opportunities through our infrastructure;
  • We live long, healthy and fulfilling lives;
  • We live in a shared, equal, and safe community;
  • Our children and young people have the best start in life;
